The club took to Twitter to welcome the player who arrives searching for first-team football in Ligue 1.
The deal sees former Chelsea technical director Michael Emenalo return to his former side and lure away one of their most prized assets.
Panzo, a World Cup winner with England’s youth side, was very highly-rated at Chelsea but he was yet to break into the first-team picture at Stamford Bridge.
It is understood that Emenalo, who left Chelsea last year, played a big role in bringing the young defender to Monaco.
The Ligue 1 runners-up have become known for bringing in the best young talent from in and around Europe in recent years.
